Begin with the basics and follow all the steps to assure complete financial planning.
One essential step, whether you will attend an in-state college or out-of-state college, if you are going to apply for any form of financial aid including scholarships, grants, and loans is Step 3 found in section “Financial Aid 101.”
You must apply for the Free Application for Federal Student Aid (FAFSA). This form is fairly long and complicated, but do not despair! Help is available. You can access a step-by-step tutorial at:

A second essential step for in-state college attendance is to register for the College Opportunity Fund. You cannot even apply for admission to any Colorado college without first applying for the College Opportunity Fund.
